Greater Phoenix is now the largest data center hub in the western US and the fifth- largest by megawatt capacity nationally — built on cheap electricity, generous tax breaks, and wide open land. But Arizona recorded its driest year in 126 years in 2025, and the state’s largest utility has already told the industry it cannot guarantee power to new data centers without risking reliability for everyone else.
